Now I have 21 instances of "fsevent_watch" for which the parent process and the process group are "ruby".

I am developing a rails project, but now nothing works. The server that I started earlier was closed using cntrl + C. I am on a mac.

How is it created? Shouldn't it be closed after closing the ruby ​​app?

This is caused by a server springthat is running in the background for your Rails application.

You can check the status of spring by clicking

spring status

Then stop the spring server,

spring stop

This will remove / close all active processes that you see.
