Add Config Transforms Not Showing Why?

I do not know if this is an environmental issue or something else; however, I was in Configuration Manager and I added a new "Test" and "Release", now they appear along with Debug. I went to my Web.config and right-clicked and I do not see "Add Config Transforms". My ultimate goal is to change depending on the medium in which I publish. What are my opportunities to do this job?

Is the project a website? The web.config transformations appear to be available only for web applications, but not for website projects. Please refer to http://msdn.microsoft.com/en-us/library/vstudio/dd547590(v=vs.100).aspx#deployment
