Touch and chmod write operations?

If the file system is in read-only mode, can I execute touchand chmod? When does an operation qualify as a read or write operation?

touchcreates a null byte file when calling a nonexistent file. And it updates the file metadata based on the arguments passed. chmodDoes not change file data; it just changes the metadata contained in the inode of the file.

However, the metadata itself is part of the file system and therefore it is a write operation.
