Unable to enable Google+ API

Today I am trying to include the Google+ API in the API manager and said

Error: Failed to validate requirements

What happened? I just turned it off and want to turn it back on.

Most likely, this is a shutdown on the Google developer console , although I do not see it on the status page.

Where the fastest way to resolve this is to go to the upper right corner in the Google Developer Console for a search !. Send the message back.
