Netstandard.Library 1.6.1 blocked by project

I created a completely new solution and project in VS2017 RC, and for some reason I cannot use the latest version of the NETStandard.Library package.

There is no code in the project and this is the first project in the solution.

When in the NuGet package manager it is listed in the drop-down list, but marked as blocked by the project.

Any ideas?

You need to run the command in the package manager console for your Install-Package NETStandard.Library project
