Failed to configure CommonsMultipartResolver in Spring4

Question

I configure CommonsMultipartResolver in applicationContext.xml as follows:

<bean id="multipartResolver"
      class="org.springframework.web.multipart.commons.CommonsMultipartResolver">
</bean>

but it throws an exception as follows:

I do not know why CommonsMultipartResolver failed to create an instance. I can find CommonsMultipartResolver in spring -web-4.3.6.RELEASE.jar. But this exception is thrown:

java.lang.NoClassDefFoundError: org/apache/commons/fileupload/FileItemFactory

What happened to my configuration (I use Intellij IDEA)

I tried to solve the problem by adding commons-fileuploadIDEA → libraries to the project settings. But this does not help, the problems are still. setting up the IDEA project structure
