Predictable uniform distribution?

I am looking for an algorithm for generating random numbers (C ++), which requires

  • a uniform
  • deterministic and invariant on any platform
  • you can specify a range (min., max.)

mt19937 with a uniform distribution of __ is close, but the result is not invariant on any platform.
