ORA-06553 character set name not recognized

I changed the oracle database NLS_CHARACTERSETfrom WE8MSWIN1252to AL32UTF8as described here

Now when I run the database commands, I get the following error:

[ERROR]: An exception occurred, termination. java.sql.SQLException: ORA-06552: PL / SQL: compilation unit analysis completed ORA-06553: PLS-553: character set name not recognized

Any idea?
