What is the smallest subnet you can create on AWS in VPC?

I want to limit the number of instances that can run on a subnet to the smallest number of possible instances. This, combined with the IAM role, will allow me to limit the number of instances that a user can create on my AWS account (see https://forums.aws.amazon.com/thread.jspa?threadID=174503 requirement # 4, which reflects my motives).

16 IP is the smallest range for a VPC - subnet /28.

, VPC CIDR 10.0.0.0/26, 64 IP- 10.0.0.0 - 10.0.0.63.
