Soft keyboard pushing layout or control panel

I have a soft keyboard problem in my project. I already installed my manifest file using

android:windowSoftInputMode="adjustPan"

At the same time, my keyboards and EditText are visible. But just like the question below, the buttons at the bottom of the screen are pushed along with the keyboard.

My layout consists of a RelativeLayout base with 2 LinearLayout (One Top, One bottom with buttons) and ScrollView in the middle, getting the rest of the content. When I try to set the parameter

android:isScrollContainer="false"

on my ScrollView this time my action bar pushes and hides from the layout.

I want the keyboard to move through the bottom line layout by scrolling through the contents of the scrollview and not popping out the action bar.
