Octave - How to install packages on Windows

Question

Due to a problem in the Fix for Octave URL, since the Peer certificate cannot be authenticated with these CA certificates , I cannot install the Octave packages on Windows.

Please suggest other installation methods. In particular, I would like to go through Gradients, Gradient Stories, and Tangential Plans , which require a symbolic package.

EDIT: This error is no longer present in Octave v4.2.1, and the problem described in the Question should no longer occur.
