Azure App Service - CPU Instance Percentage vs plan

Question

I am running a load test at the grade level of Azure Web App P3. We have the following auto-scaling strategy -

Instance Min Instance 5 and Max 20 Increases by 1 instance if the percentage of CPU (Max) exceeds 85%, Decrease by 1 instance if CPU Percent Average is less than 50%

Now he works with 5 copies. If I go to the "Applications", "Data flow counter" area of ​​all available instances, this shows that CPU usage is about 75% (average) in all 5 instances. In fact, some of the specimens are approaching 85%.
