Turn off German spell checking in TortoiseSVN on Windows 10

Question

I am using TortoiseSVN on Windows 10 and want to use the English (default) spellchecker in TortoiseSVN. Instead, he uses a verification tool in German, which I have not installed and do not want. This is just the opposite of this question .

Please note that I changed my Windows locale to EN-US because the TortoiseSVN manual says that the following strategy applies for TortoiseSVN:

2. If the project language is not set or this language is not installed, try using a language that matches the Windows language.
