Google App Engine: this application does not exist

I am trying to upload a sample application to Google App Engine with an existing project id. Here is a screenshot of GAE gae screenshot

I use the same ID in the project. But when I try to download it using a plugin from Eclipse, I get an error message:

eclipse error

All error from the console:

This application does not exist (project_id=u'app1-152711'). To create an App Engine application in this project, run "gcloud beta app create" in your console.

Make sure you are logged in with the correct Gmail account. In the lower right corner of Eclipse, you will see which account you are authorized to, or you will see "Login to Google" - click on it to enable Eclipse.
