App Engine - How to create a project in the us-central region

Question

I need to create a new project in Google App Engine in the "us-central" region, since my SQL database is in this region, and I cannot connect projects from other regions to the SQL database.

If I create a new project, it will be installed in the EU by default. When creating a project, there is no choice of region. See Attached Screenshot. Is there a way to create a project in "us-central"?
