Vsftpd returns 0,0,0,0 in response to PASV

I installed the FTP server on AWS EC2 (Ubuntu16.04) with passive mode ( PASV), but it does not work. However, he works with EPSV, I don’t know why. I searched around but can't find any answers, can any body help me with this?

For me it seems like a bug in vsftpd.
