F # and secure access modifier

You cannot define protected class members in F # because they complicate the functional nature of the language. (Book F # - Dave Fancher).

I am new to functional programming, and the book does not explain the details about this. So how exactly do they complicate the functional paradigm? Can someone explain this better?
