Firebase with older Google Play services

We recently implemented Firebase Remote Config on Android w / v10.0.1. Everything was great until we passed it for testing, and 2/5 of the device pulled out the cloud configuration values. Digging, we found that on all 2 devices Google Play Services v9.6.83 worked. After transferring our application back to Firebase v9.6.0, the remote configuration is correctly synchronized on 5/5 devices.

I know that we can ask if an update to the Google Play Services is available and direct the user to an update, but this is obviously not ideal. Are we choosing between using older versions of later versions of the Firebase SDK in order to minimize update friction with Google Play Services and get the latest fixes and features? Perhaps I am missing some configuration to support backward compatibility?
