Error "OpenForBackup error in Win32" when removing the microsoft / nanoserver container

When trying to pull out a microsoft / nanoserver image, the following error occurs. Download completed successfully. This error occurs when retrieving an image.

It looks like a problem in the directory that creates the Windows image, but I cannot figure out what kind of permission the directory might need.
