Why can some packages be updated in Pip and not in Conda?

I installed Anaconda under Windows 10. Everything works fine. I also ran

conda upgrade --all

on the command line.

However, I noticed that when I enter it on the command line:

pip list -o

I get (by the way)

astroid (1.4.7) - Latest: 1.4.8 [wheel]

This means that the package astroidcan be updated under item. However, when I go to Anaconda Navigator and look at the list of updatable packages, I don’t see it astroid. (I was unable to find a command line method to see which packages can be updated under Conda).

Can someone explain why it astroidappears as updatable under Pip, but not under Conda?
