I have a web api project and it doesn’t matter how I chose the publish menu (right click on the api web project or Build → publish), it never appears in the settings.

Select a profile to publish.
For me, the fix was an upgrade to Visual Studio 2017. It works fine with files and solutions of the VS2015 project, does not try to "convert" them or something else.
