Adding NetworkExtension.Framework to xcode

Question

I am trying to add a network extension infrastructure in xcode to implement a Vpn configuration from my application. For this, I refer to this video https://developer.apple.com/videos/play/wwdc2015/717/ . Starting at 3 p.m., the video shows how to add a network extension structure and create targets after adding a frame. I don’t even see NEProviderTemplate.pkg to install. Is there something I have to do before I get into the frameworks folder? Mac OS Version 10.12
