Network Link Conditioner for Xcode 8.1 not responding

I downloaded Additional Tools for Xcode 8.1and installed the tool Network Link Conditionerthat it contains, and when I open the settings panel and try to turn it on, I always get Application Not Respondingit and I need to force shutdown.

I have unlocked changes in the panel, and I use Xcode 8.1and macOS Sierra 10.12.1. Is anyone else experiencing this?
