Create an application using Ionic. Why do I need PhoneGap?

Question

I am a web developer interested in these hybrid (or native?) Applications that I can create using HTML5 + CSS. So I decided to try building one.

So, I'm completely new at this. (And also not convenient with the CLI.)

At first , I looked for how to do this, and found PhoneGap, which can convert HTML5 + CSS to a mobile application. It seems simple.

Then I needed the infrastructure and found Mobile Angular JS.

I started to create my application. But problems arise when the application works fine in a desktop browser, but cannot load templates in ngview in a mobile application. This made me wonder if Mobile Angular JS could be the perfect solution for PhoneGap.

So, I searched for which framework is best compatible with PhoneGap, and found that Ionic would be. But when I read about it in my Documents, it bothers me. It seems that Ionic has its own build program that turns my HTML into a working mobile application.

So, why does Ionic work great with PhoneGap when you already have the PhoneGap feature with Ionic?

I'm confused.
