Publish ASP.NET Core + EF before Azure Unable to load dll 'sni.dll'

Publishing an ASP.NET core application with EF in Azure Web App results in this error when connecting to an SQL server:

I even tried changing the "type" property "Microsoft.EntityFrameworkCore.Tools" to "platform" to copy the DLL files, and also tried to copy the "System.Data.SqlClient.dll" to the / wwwroot / bin folder, restarted the application, but still will get the same error.
