The bottom of the scrollview is cropped when using ConstraintLayout

I have a problem with ScrollViewinside ConstraintLayout( constraint-layout:1.0.0-beta3)

The contents of my ScrollView are not fully displayed.

Here is my layout:

As you can see, the button is not visible, and I reached the bottom of my ScrollView.

It seems to work well with LinearLayout with the layout below

With LinearLayout, the end of ScrollView is available.

Is there a bug with ConstraintLayout or am I doing something wrong?
