Keras Neural Networks and SKlearn SVM.SVC

Question

Recently, I was in a Data Science meeting in my city, there was a conversation about connecting Neural Networks to SVM. Unfortunately, the host had to leave immediately after the presentation, so I could not ask a few questions.

I was wondering how is this possible? He talked about using neural networks for his classification, and later used the SVM classifier to increase accuracy and accuracy by 10%.

I use Keras for Neural Networks and SKlearn for the rest of ML.
