How to install a .dictionary file in iOS10?

Question

I want to add my own dictionary in the iOS Dictionary Built-In

I created the .dictionary file from 2014 to translate English to Khmer.

With iOS 7, I transfer my dictionary to iOS. Built-in through Dictionary Appender

but since the Apple Remove Dictionary Appender from the AppStore I can’t transfer my .dictionary file to use as a dictionary package in iOS anymore.

So how can I port / add my custom dictionary in iOS10?
