Cannot start Google Admob campaign (status is always a red triangle)

Question

I created a Google Admob campaign to advertise my Android app. Everything is fine when you create, but after I find Done, the campain status is always a red triangle, I tried several settings many times, but it was not quite normal. Red triangle in status

On the design of ads, I use a text ad, it seems this is not a problem. I have a Google search for this problem, but there is no answer to its solution.
