Chrome custom tab shows action button outside toolbar

Question

I want to add an action button to the ChromeCustomTabs toolbar, so I followed this tutorial

A button is added, but instead of appearing on the toolbar, it appears at the bottom of the action:

This is the code I'm using to create a custom Chrome tab:

How to get an action button inside the toolbar next to three dots? Am I missing something?
