Yes, you should be able to use it. DICOMDE is based on standard DICOM encoding with some additional tags and an extension of existing standard DICOM IODs such as Digital X-Ray Image.
It would be better if your DICOM library optionally allowed you to define additional DICOM tags, rename strings representing existing DICOM tags, and override the IOD class with attributes and restrictions added by the DICOMDE standard to simplify the presentation of data to the end -user.
