Vim: cursor does not flash by default

Question

I installed vim, I opened it, and I found that the cursor is not blinking. Is this the default behavior?

How can I make it blink?

Ubuntu 12.04, vim 7.3.429.

This is the final setup; it has nothing to do with Vim. Many people find the blinking cursor distracting him, so it is probably disabled by default.
