Like @stemcc mentioned before, maybe now. And here is a quick decision on how to do this.

1- Go to the Sublime settings folder and find your theme file.

/Users/{userName}/Library/Application Support/Sublime Text 3/Installed Packages/{themeName}.sublime-package

2- Back up the theme file just in case.

3- Add the extension .zipto the theme file and release it.

4- You will see the file {themeName}.sublime-themein files that have no analogues. Open it and paste these codes at the top of the JSON file. You can change the colors in the RGB model.

ST3 does not support a custom title bar, it uses an OS title bar (OS window), so it cannot be colored by the application. OS draws this window.
