Show inbox dialog for non-users like Allo

Allo somehow displays the inbox dialog, even if the user has not installed the application, with buttons for replying, ignoring, or installing the application.

I looked through the device logs and could not find any activity related to this dialog. Dialog does not come from my application SMS.

Does anyone know how this is possible? Do they use internal functions, Androidor can they somehow be recreated?
