Is Oracle JDK not an open source project?

I read in Technically, what is the main difference between Oracle JDK and Open JDK?

"Oracle JDK is an implementation of OpenJDK and is not open source."

But the JDK source code is open and available for free. Correctly. So, how did it turn out to be non-open source? Perhaps I am mistaken here when judging the oracle JDK as an open source, because the source code can be accessible and free, but is it not allowed to modify / extend and redistribute it further, why is it not open source?
