Remove user from TFS completely

Question

I have a user who needs to be removed from TFS all together. I removed it from the respective projects and it cannot see the projects, but it can still access the TFS URL. I want to remove it so that it cannot access the url. I am using TFS 2015 Update 2.

Help evaluate.

Changes made to local or Active Directory groups are not immediately reflected in TFS . Instead, TFS will regularly synchronize these groups.
