Sharing routines in a user community

Question

I create a set of tools for a specific branch of biology. One of the reasons Julia was chosen is her simplicity, as biologists do not assume that they can write complex C codes. What I would like to add is a way for users to share their own user methods so that others can view / check / use, both to facilitate collaboration, and to add a bit of community feeling.

What I am sure is that this particular demographics of the (mostly) biologist will not be able or have the patience to fork out the github project or something that can be considered remotely complex, especially if this clearly does not help them do it

So, what I would like to do is provide the simplest of the interfaces, with options for adding / viewing, or adding a subroutine or viewing procedure (along with descriptions, ratings, etc.).

I can only think of two ways to save the scripts clicked by users by using them on the server or, more simply, using SQL

tl; dr can create postgresql scripts or is this a terrible idea

I ask, mainly because the raw data will be available on the postgresql server, and I would like to be able to save this and the “community methods” in one place for convenience
