Missing Visual Studio 2015 Config Transformation Option

I just installed Visual Studio Prof 2015 (version 14.0.2542501 update 3) on Windows Server 2012 R2. I also installed a transformation extension. I am a domain administrator and added the development group to the local administrator group and the remote access group.

When I open VS and right-click on the application configuration for the project, I can see the Add Config Transformation option; however, when a developer uninstalls into the machine (they are also administrators), there is no Config Transformation option in the right-click menu.

I'm not sure why this is happening, since both environments are set to General, so I assume this is a permissive thing?
