Why do we need adsense to sign up for admob

I want to use admob in the android application that I created. I don’t have any websites for the application, so I can’t register with AdSense because they are requesting the website URL. What are my options?

But to be honest, it’s pretty easy to select a predefined template and get something knocked down pretty quickly, especially if you just need some kind of page for the holding.
