PHP is looking for the ext folder on the wrong drive

I installed PHP 7 on Windows 10 on my disk E:to try composer.

When I try to start the composer, I get an error that he cannot find the extensions that I turned on, but I see that he is looking in C:\php\ext, not E:\php\ext.

I looked in php.ini, but could not see how to set the path to the root installation.

Is there always a default value C:? How do I say to look in E:?
