How to override an action in full screen exit mode?

Is it possible to override the scroll gesture used to display the notification bar and reverse buttons in full-screen android action?

I develop an application for protection against children, and sometimes a child makes his way across the screen and exits the application (by clicking on the notification or the home button). I would like to change the gesture from scrolling down to clicking on a specific area or triple clicking on the screen, for example. Is it possible?
