Border border does not work in IE11

Question

How did it happen when I set the border radius in a certain element in a certain file, it does not display correctly with the border radius and has a red curly line under the border-radius property in Internet Explorer 11?

When I try to do the same in my own HTML file:

Does Internet Explorer have problems rounding these edges?

Can someone tell me what is happening since I never work with Internet Explorer myself?

Is the red curly line below the CSS property in Internet Explorer, it does not recognize the property?
