On Demand, Application Rejected

My app has been rejected several times in the app store.

They say that in the "Shopping" application, where Apple quality developers are not available.

So I redesigned the application, and the necessary elements became available as ODR resources.

On my local iPhone, I can access the ODR resources, I see how they load.

After sending the application to TestFlight, that is, when ODR resources are stored on Apple's web servers, everything is in order.

But when I sent the application for viewing, it was rejected: there is an error, the Alert view states that:

The requested application data does not exist

Is this related to Apple Id? Why can't I access ODR resources even from the TestFlight application, but they are not available for Apple?
