Admob red app +18 not in the game store?

red app = +18 content app

If I create an adult application and do not upload it to the PlayStore (because it is not allowed) Can Admob know that these are applications red app?

I would download this application on another page, and users could install it from another server (maybe from OneDrive)

You cannot use AdMob to do this in accordance with Google’s policy, even if you download it on another server, because you still have to follow Google’s policy in order to use AdMob.
