Cache Management Meta Tags

I am trying to use cache management meta tags so that the browser does not cache my files. I have doubts about the size of the meta tags. Are tags applicable to every resource request in my html or just in my index.html? Does this also apply to the XHR request?

Just the HTML document itself, theoretically, if even that.

HTML 5 does not mention cache control headers for a list of specific http-equiv values.
