Do I have to publish my application in the same Google account as in Google Play Services?

In Google Account # 1, I have Google+ and Google Maps that are enabled / configured for my Android app. In the application, I use the application identifier that I configured in this account, which allows me to use the G + sign and Google Maps.

Will I be able to publish this application in a completely separate Google account and work with Google Services?

I looked, but could not find information on whether I can (or should) use the same account to configure Google Play services and publish the application.
