What is the best way to create RFC-4180-friendly CSV files from Amazon Redshift UNLOAD?

Amazon Redshift does not actually have a CSV option when used UNLOAD(for example, similarly WITH CSV, available in the PostgreSQL command COPY).

If you use the option ESCAPE, Redshift skips double quotes with \. For example, Excel does not know what to do with this slash. It really should be using double quotes, in RFC-4180

If double quotes are used to apply fields, then the double quotation mark that appears inside the field must be escaped, another double quote. For example:

"aaa","b""bb","ccc"

Sooo ... quotes will break the export if we cannot figure out how to do Redshift properly.
