Broken links in solution

I have a great solution with many projects. We have about six developers working on this solution using VS2013, and it is source controlled TFS 2013.

Links to the project and links to files on are periodically broken DLLs. A small yellow sign with a black exclamation mark shows next to the link in the project links, and when I look at the properties of broken links, I noticed that it is pathempty for broken elements. I could remove and re-add links, but I did this several times earlier, and it continues to break again.

I figured out and found that several people talk about similar problems, but in most cases I see that after deleting and adding links everything is in order. I in my case, this continues to happen again and again.

Is there a known reason for this? I can continue to fix this, but this is just a workaround, not a solution.

Assuming ProjectFirst is creating DLLs for ProjectSecond to narrow down the problem, you can create ProjectFirst first and then build ProjectSecond to make sure the behavior is correct. If this works, you will probably need to check the build order.
