It seems that the installer places a large number of files, including the actual plugins, in the folders under the .p2 folder in your home directory. This is true no matter where you install eclipse, with the installer. Thus, either other users will need at least read access in some places in your account, or you will move your .p2 folder to a central location and change the eclipse.ini file (built into the folder under the eclipse.app folder), to indicate the correct location. If you leave the .p2 folder in your account, you will still need to modify the myeclipse.ini file as it uses relative file paths.
