All extensions, whether they are Overlay , Without rebooting / Bootstrapped , Add-on SDK or the new WebExtensions API , can be signed .
It used to be that individual authors of an extension themselves can sign their extension. As of some time, Mozilla has changed its policy that all extensions must be submitted by AMO and signed by Mozilla. In particular, they say :
